The rose softens the edge where the design meets bare skin, so the piece sits on the body rather than looking stamped onto it. And the contrast makes the wolf read as stronger, not weaker: a hard subject beside a soft one gains from the comparison.

Take the flower away and you have an animal floating on an arm. Keep it and you have a composition.

A bare wolf's head reads as aggression to most people, whatever was intended. The same head with a rose reads closer to reverence, which is a different thing to wear and often the thing people actually meant.
