A jacket must fit over whatever you intend to wear beneath it. Sizing a jacket to your bare chest measurement produces something you cannot layer, which defeats the purpose of outerwear entirely.

Measure across the chest of the bulkiest thing you plan to wear under it, then add room to move. If you are between sizes on a winter jacket, take the larger without hesitating. On a denim jacket meant to be worn open over a t-shirt, a closer fit is fine.

Shoulder width is the measurement that cannot be fixed by sizing up, so if a listing gives it, check that first.
