Not in the United States, and not even one found on the ground. Under federal law, possessing a bald or golden eagle feather without authorisation is an offence, whether or not any bird was harmed and whether or not you knew.
The reason is enforcement. A law that allowed found feathers would be impossible to police, so the line was drawn at possession.
There is a system for the exception. A federal repository collects eagles that die of natural causes and accidents and distributes the feathers to enrolled members of federally recognised tribes for religious use. The waiting list runs to years.
Which puts the casual use of eagle feather imagery in a slightly different light. For the people it is borrowed from, obtaining a real one is a legal process with a queue.
Not one feather but a fan of them, spread behind the wolf's head like a headdress, in dusty purple and dark brown over a wash of pale peach. The wolf faces straight out with blue eyes, and below the face the colour deepens to purple and runs down the neck in drips, so the whole thing reads as painted rather than drawn.
Worth considering for a large design. A 15 by 21 cm transfer is the kind that goes on a back or a shoulder blade, which is the placement most likely to go wrong on a first attempt.
Having a spare removes the pressure, and a creased large design cannot be rescued.
