Wings fully spread, a bald eagle crosses the top of this design, and below it a hoop holds two white bison, one large and one smaller behind. A second eagle calls from the left with its beak open. On the right a grey wolf lifts its head to howl, so the two of them answer each other across the hoop. A tipi painted in bands of colour stands at the bottom, a hand drum hangs at the upper right, and a long panel of feathers runs down the left edge.
White bison are genuinely rare, and across the Plains they are held sacred. The Lakota keep the story of White Buffalo Calf Woman, who brought the pipe and the ceremonies to the people and left them as a white calf. A white calf born today still draws visitors and prayers, and here the pair sit at the very centre of the hoop.
Migizi, the bald eagle, flies highest and is said to carry prayers upward. Its feathers carry such weight that in the United States they are protected by law: they cannot be bought or sold, and a national repository passes them to enrolled members of federally recognised tribes for ceremonial use.
